How to play the card game Catte?

Years ago I had several Laotian friends and we'd play a card game called Catte or Ga Tey, however you want to pronounce it.. Now I'm trying to remember the rules.. There is a description of the game online, and I've found out it is actually a Vietnamese game but the rules listed are hard to follow..
