How can I make my own custom card game on the computer?

My friends and I are trying to make our own truth/dare or drink playing card game. We used to use flashcards, but we would like to make more "professional" looking cards using a computer program or existing template. We need some cards to be Truth, Dare, Group Dare, and Rule Cards. Anyone have any
