Does the retailer charge TAX when you buy a Nexon Game Card?

I've usually bought my NX cash through Paypal, but once in a while i get stuck with a limit per month, can i buy a nexon game card from like CVS or 7-11 without tax? For example, if i bought a $25 card, would they charge me for the 9.75%
