Why Can't the Ultimate Game Card Be Used For Club Penguin?

Well, I was looking at the Ultimate Game Card Site and found out you couldnt use it on Club Penguin. But then again, Club Penguin has the "paybycash" payment method so why isnt it on the Ultimate Game Card
